How I estimate costs

The cost of an investment is not a fixed value. It changes together with the scope, design decisions, the market and risk. That is why a good estimate answers more than the question of how much the investment costs today. It also shows what could change its cost tomorrow, and which decisions are worth making now.

The greatest influence on cost comes at the beginning, when little has been spent yet. The earlier a risk is identified, the more ways there are to reduce it, and the less it costs to respond. So when I analyse budgets, design solutions, contractor bids and changes, I look not only for savings. Above all, I look for the sources of risk.

Cost control is part of managing an investment, not just keeping track of spending.
